One Piece: Oda Already Revealed ELEVEN of the First Twenty Families
The Celestial Dragons are the upper class of the One Piece world. Here are the families that have or may make up the First Twenty to form the World Government.

The World Government’s protected uppermost class, the Celestial Dragons of the Holy Land of Mary Geoise have a hated reputation in the fanbase due to being the source of all misery and oppression in the One Piece world.
However, what appear to be selfish entitled losers in space suits are actually the descendants of the First Twenty, the twenty kings that fought against Joy Boy and the Ancient Kingdom during the Void Century.
As of writing, three of the First Twenty have been confirmed but these eleven families, mostly carried by the presence of the original Five Elders, are among the most likely candidates.
Nerona Family
In Chapter 1086: “The Five Elders”, Emporio Ivankov speculates that there is someone named Saint Nerona Imu during the Void Century and it is likely that this individual has used the Ope Ope No Mi’s Perpetual Youth Surgery to rule over the World Government as Imu for a thousand years.
We have yet to meet any confirmed Nerona family members but if Imu is indeed from the Void Century, it stands to reason that the Nerona Family is one of the First Twenty and may even be the founding family.
Donquixote Family
The first of the First Twenty to be confirmed, the Donquixote Family were the original rulers of Dressrosa.
Among the first Twenty, they are the most infamous in both sides of the spectrum.
On the one hand, they are the “heretics” among the Celestial Dragons, with Homing and Mjosgard advocating for the dignity of humanity in the lower world, which resulted in Homing’s banishment from the Holy Land.
Because they were Celestial Dragons that entered the lower world, however, they would be publicly executed by an angry mob for the atrocities the World Nobles have committed over the centuries.
On the other hand, we have Donquixote Doflamingo, one of the Seven Warlords and one of the few criminals who has the leverage to blackmail even the Five Elders themselves with his knowledge of Mary Geoise’s national treasure.
Nefeltari Family
The only one of the First Twenty to leave, the Nefertari Family was the one in this group to be introduced chronologically in the One Piece story through Princess Vivi during the Arabasta Saga.
As it turns out, the reason for this departure is a supposed betrayal by the queen, Nefertari Lili, who as it turns out is actually a member of the D Clan, making her an opponent of the World Government.
Lili’s actions and subsequent disappearance were also tied to the spreading of the Poneglyphs to preserve the truth of the Void Century.
They would remain rulers of Arabasta but suffer twofold tragedies: first, the attempted coup by then-Warlord of the Sea, Sir Crocodile and his Baroque Works organization, and second, the death of King Nefertari Cobra at the hands of Imu and the Five Elders after revealing their connection to the D. Clan.
This makes the Nefertari Family the only one of the First Twenty to also be part of the D Clan, the natural enemies of “God”.
Likely Candidates
Figarland Family
Leading the God’s Knights in the present, the Figarland Family might be one of the First Twenty.
The Figarland Family has three prominent family members: Garling, the current head of the Family and a newly-minted member of the Five Elders, the direct rulers of the World Government, and his sons: Shamrock, a God’s Knights commander and his younger twin brother Shanks, an Emperor of the Sea, former member of the Roger Pirates and the most well-known member, having been in the story since Chapter 1.
A notable trait of the Figarland Family is their red hair, which is how in the One Piece Film: Red, the Five Elders assumed Uta’s relation to the Figarland Family in spite of being Shanks’ adopted, not biological, daughter.
The Figarland men are also known for favoring sabers with similar hilts, with Shamrock’s in particular possessing a possible Mythical Zoan fruit.
Ethanbaron Family
The only known member of this family so far is Ethanbaron V. Nusjuro, an Elder and Warrior God of Finance.
Notably, he seems to be a swordsman, on top of being a wielder of mysterious demonic powers, from the Abyss magic circles used by the Elders and God Knights to the Elders’ mysterious Mythical Zoan abilities, with Nusjuro becoming a Bakotsu or skeletal horse.
As a swordsman, Nusjuro is notable for being the only known Elder to use Armament Haki.
If there are more members revealed, it is possible that the clan has more swordsmen that will play a role in the Final War, potentially being part of God’s Knights.
Marcus Family
This family so far consists of Marcus Mars, one of the Five Elders and the Warrior God of the Environment.
His Mythical Zoan power allows him to turn into a Itsumade: a monstrous bird-snake yōkai.
He is notable for being one of three Elders to use Conqueror’s Haki.
Shepherd Family
The only Five Elder family with multiple family members as of writing, the Shepherd Family holds two distinguished posts, with Ju Peter as an Elder and Warrior God of Agriculture, and the middle-aged God’s Knight member, Shepherd Sommers, introduced in Chapter 1140: “Scopper Gaban” alongside Saint Limotive Gillingham.
Ju Peter is shown to have a Mythical Zoan power to turn into a Sandworm, based on the Dune franchise.
Topman Family
This family so far consists of Topman Warcury, one of the Five Elders and the Warrior God of Justice.
Warcury’s Mythical Zoan allows him to turn into a Fengxi: a monstrous, four-tusked boar.
Warcury is notable for being one of the three Elders who can use Conqueror’s Haki, with the others being Marcus Mars and Jaygarcia Saturn.
Jaygarcia Family
This family so far consists of Jaygarcia Saturn, one of the original Five Elders introduced in the pre-timeskip, a scientist and the former Warrior God of Science and Defense.
His Mythical Zoan allows him to turn into a gyuki, an ox-spider yokai and is one of three Elders who can use Conqueror’s Haki, alongside Marcus Mars and Topman Warcury.
With Saturn’s death, the family no longer holds any position among the Five Elders, being replaced by Figarland Garling.
Manmeyer Family
The least known among the families, this was a Celestial Dragon family introduced in the Egghead Island Arc, during Bartholomew Kuma’s flashback through a young man who is a participant of Native Hunting Competition at God Valley in Chapter 1096: “Kumachi”.
Limotive Family
The most recently-introduced World Noble family, its only known member so far is Saint Limotive Gillingham, a member of God’s Knights and a user of the Uma Uma no Mi: Model Kirin, who comes to Elbaph alongside Saint Saint Shepherd Sommers, to take over for Shamrock, who was summoned back to Mary Geoise.
Other Families
We have yet to identify what Saint Charloss’s family is called but they would likely be from a different family.
The God Knight Gunko lacks a Saint title, so her status as a World Noble can be disputed until it is firmly revealed in the future.
Considering that there is an entire civilization in the Red Line filled exclusively with Celestial Dragons and their retinue, it is likely that there are multiple families that originate in a similar line, with Donquixote having at least two branches: Mjosgard’s Branch and the Homing or Doflamingo Branch
